In 1936 John D. Rockefeller Jr., then chairman of the General Education Board of the National Research Council (NRC), approached Charles Hunt, president of Purdue University’s School of Science, Engineering, and Technology, to chair the new NRC Committee on Fundamental Studies in Chemistry. This committee was created by Congress as part of a much larger project initiated under President Roosevelt, called “The New Deal” for science education through industrial research.
Rockefeller Jr.’s interest in this topic had been growing since his experience at the University of Chicago with its Laboratory High School. There he saw firsthand that fundamental scientific studies were not only intellectually challenging but also useful for students because they taught practical skills and stimulated creative problem-solving, which is critical to all kinds of work in today’s world.
Rockefeller Jr.’s earlier experience with the Chicago Laboratory School had convinced him that a strong emphasis on fundamental studies would help create scientifically literate citizens who could make informed decisions about matters affecting our health and environment, as well as other issues important to national prosperity and progress. This interest in education led Rockefeller Jr. to join with others such as the Carnegie Foundation for the Advancement of Teaching (which had been established by Andrew Carnegie) and John Dewey’s New Schools Laboratory, to develop new methods of training teachers—the “new deal” in science education mentioned above.
The Committee on Fundamental Studies was charged with preparing a comprehensive plan for scientific research that would cover not just high school curricula but also college degrees and graduate work in the sciences. Rockefeller Jr.’s committee made it clear to Congress, as part of its report (published 1938), that “the basic elements underlying all fields of science are essentially those which require intensive study at a fundamental level.”
To accomplish this goal, Rockefeller Jr.’s Committee on Fundamental Studies proposed an interdisciplinary approach. For instance: chemistry could be integrated with physics and biology for the benefit of students preparing to enter teaching professions in these disciplines; chemistry’s role as a basic science could be stressed by integrating it with mathematics, metallurgy, engineering, geography, oceanography, sociology, agricultural economics, education, history, and law.
